Mission Statement
The Steele Foundation of Chemung County is a non-profit organization whose sole purpose is to provide financial support to the Chemung County Library District. The Steele Memorial Library and its branches are an integral part of our community. A vibrant library enhances our quality of life in many ways. It is a source of information, cultural enrichment, entertainment, and relaxation for all our residents.
As support from tax dollars decreases, our endowment funds ensure that the library will be able to adapt to the increasing and ever-changing needs of our community. Through the rigorous exercise of our fiduciary obligations, the Foundation uses its resources in the most efficient, effective, and responsible manner. While our commitment to the library of today is central to our vision, so is our desire to fulfill the promise of tomorrow.

The Public Library Foundation of Chemung County, Inc. was formed concurrent to the creation of the Chemung County Library District in 2006. The Foundation was developed to continue the management of the Horseheads Free Library’s Endowment funds that began with a sizable gift to the Library in 1977 by Alzada Boggs, a retired Horseheads School Librarian. She requested that her donation be placed into an investment account rather than be used for a one-time project. Thus, her funds along with many other bequests, memorial donations and outright cash gifts have been invested to maximize their growth over many decades by the Foundation’s Board of Directors. The phenomenal increase of the Foundation’s assets has allowed for numerous special projects to be undertaken to benefit the Horseheads Library without utilizing any taxpayer dollars. Some of the larger projects have included the automation of the Horseheads Free Library, a major remodeling effort, the installation of a new roof, expansion of the entry portico and the addition of a handicapped access ramp. Most recently, the Matty J. Princiotto Pavilion for use by patrons and staff for special programs and events was constructed solely with Foundation funds. Additionally, the Horseheads Free Library receives annual Foundation financial assistance for the purchase of new materials and equipment.

How to Donate
If you are interested in donating to the Public Library Foundation of Chemung County, Inc. at the Horseheads Free Library, you may contribute via myriad methods. The Foundation accepts cash gifts, memorials or honorary donations, stock shares, bequests delineated in your will or pension as well as CDs held in Trust for the Foundation. It is very important to note that the Foundation has been designated as a 501(c)3 entity and thus, the full value of your gift is considered a charitable donation and can be claimed as such on your taxes.
All donations should be designated as payable to “The Public Library Foundation of Chemung County, Inc.” and the Foundation’s EIN number 20-3894374 should be indicated on your check or any other documents pertaining to your donation. Please direct any questions to:
